The Harford County Office of Community and Economic Development’s Emergency Housing Loan Program is available (depending on funding) to low-income Harford County homeowners.
Loans of up to $5,000, subject to 2% interest rate, may be available to qualifying households.
One-time loans in the form of a subrogated mortgage may be offered, at the sole discretion of the Director of the Office of Community and Economic Development, subject to the following eligibility criteria:

For each additional resident, add $380.00
- Funds must be expended on one of the following expenses:
- Emergency home repairs
- Unpaid property taxes
- The property to be improved with the loan proceeds must be held in fee simple or subject to a perpetually renewable ground rent.
- Title to the property shall be good and merchantable and free of any liens, encumbrances and other exceptions objectionable to us.
- The Loan must be secured by a Deed of Trust creating a SECOND lien against the property, if a first exists.
- Applicant has exhausted all other avenues for revenue to cover costs of these emergency repairs.
Emergency Housing Loans will be made available on a first-come, first-served basis. Payments of principal and interest shall be made monthly and total payment will be due in full on the first to occur:
- Cessation of the use of the property as homeowner’s principal residence;
- Default under the first mortgage;
- Sale, transfer, or refinance of the property, without the prior written consent of the Office of Community and Economic Development.
